Not a classification determination

A page describing an entry is not a finding that your item falls in it. Classification is configuration-specific: it attaches to an exact revision, performance, and design origin. Where doubt is material, the routes are a BIS classification request under 15 CFR 748.3 or a Commodity Jurisdiction request to DDTC.

Not an authorization

Finding that no license is required for a destination is not permission to export. End-use, end-user, and sanctions controls apply independently of an item's classification, and reach EAR99 items.

Not current by assumption

Every page carries the eCFR version it was built from and the time it was retrieved. The eCFR is an unofficial compilation; a rule published in the Federal Register is in force before it appears there. Check the effective date, not the page.

Not complete

The EAR and the ITAR are not the whole regime. NRC, DOE, DEA, FDA, and others control items on their own authority, and a transaction can be lawful under one and prohibited under another.
