EAR99

EAR99 Items subject to the EAR that are not elsewhere specified in this CCL Category or in any other category in the CCL are designated by the number EAR99.

EAR99 appears at the end of every CCL category (0, 1, 2, 3, 4, 5, 6, 7, 8, 9). It is a designation for items subject to the EAR that no entry describes. It is not a control number, and not a statement that no license is required. End-use, end-user, and sanctions rules reach EAR99 items.
